The second session of the 13th CPPCC was started at 3pm on March 3 in Great Hall of the People, Beijing. It also symbolises the official opening of the Two Sessions which convenes in every March.

什么是两会?
This term refers to the annual plenary sessions of the National People's Congreswww.58yuanyou.coms (NPC) and the National Committee of the Chinese People's Political Consultative Conference(CPPCC). This year, the CPPCC session started on March 3 and the NPC session started on March 5.
两会是全国人民代表大会和中国人民政治协商会议的简称。今年的全国政协会议以及全国人大会议分别于3月3日以及3月5日开幕。

The NPC is the highest organ of State power and the top legislatureVuZmUqL. It supervises the government and judicial system and determines major State issues. The NPC also elects the President and Vice President of the PeopVuZmUqLle's Republic of China.
全国人民代表大会是最高国家权力机关和最高立法机关。它监督政府及司法机关，决定国家重大事项，以及选举中华人民共和国主席、副主席等。
The CPPCC is China's top political advisory body. It also facilitates China's multiparty cooperation and political consultation, led by the Communist Party of China.
中国人民政治协商会议是中国共产党领导的多党合作和政治协商的重要机构。
What happens at these sessions?

Routine tasks at the annual NPC meeting include reviewing the annual worwww.58yuanyou.comk report of the central government; hearing work reports by the NPC Standing Committee, the Supreme People’s Court and the Supreme People’s Procuratorate; and reviewing the annual plan for economic and social development and the central and local budgets. NPC deputies can submit motions, which are legally binding once adopted.
每年全国人大会议的常规议程包括审议政府工作报告;审议全国人民代表大会常务委员会、最高人民法院、最高人民检察院工作报告;审查国民经济和社会发展计划执行情况以及审查中央和地方预算执行情况等。全国人大代表可以提出议案，人大代表的议案一经通过，就具有法律效力。
